Doesn't matter. Soft water has impurities in it and hard water has more. Use a water condition with either to take out the chlorine and the harmful heavy metals found in either. And add salt because guppies like to live in slightly brackish water like goldfish do. By aquarium salt at your local pet store and they should be just fine.

Guppies are better off in hard water.

The only things you should have in soft water are harlequins, cherry barbs, danios, corries, ottos etc.

Hard water is for GUPPIES, platies, shrimps, snails.

So to answer your question. Hard is water is best.
