Soap reduces it right? What can increase it?

Mix in anything with a higher ST and is miscible with water. The easiest to find is "thickeners" such as corn starch. Also oils have a higher ST than water, but to make it miscible with water you must add in a compatible emulsifiers

I teach chemistry. I've never heard of anything that can increase it. I can't imagine anything that could. As far as I know, the hydrogen bonding that occurs in water is the strongest out there.

I don't think there is anything you can add that would increase it

if possible, you could try to remove as many impurities and ions as possible as they are what decrease surface tension
