It is a term that comes from psychoanalyst Sigmund Freud. It is a defining moment in a girl's psychosexual development when she realizes she is different from boys because she does not have a penis -- and she identifies as a female but is at first envious of the boys. (When men realize that women do not have penises they -- according to Freud -- have castration anxiety.)
One of Freud's students, Karen Horney, introduced another term to psychoanalysis: womb envy -- which she believed occurred with boys; womb envy is a jealousy of women because they can bear children and are nurturing.

Penis envy is the termed labeled by Sigmund Freud a pschologist. According to him, the women feel lacking of their penis when they see the penis of men, they feel lacking of it on them. As a result women feel weakness on them. But, the feminist, violently criticizes this statement of the Sigmund Frend simply as a male believe.

Only women can get "penis envy". Penis envy in Freudian psychoanalysis refers to the supposed reaction of a girl during her psychosexual development to the realisation that she does not have a penis. Freudian thought considered this a defining moment in the development of gender and sexual identity for women.

it happens in little girls who have idiots for parents, who do not teach them the reason they do not have a penis. Thus the girl is left to find out on her own, the difference between boys and girls. She then processes the information received, in her young mind, which does not have enough stored correct basic information, and comes up with an incorrect conclusion. Haven't we all experienced the same thing? "Well, If I had known that then, I would have done things differently."

Geez, the other answers are not correct hon. Penis envy is exactly what it sounds like....it is when someone secretly wishes they had a penis. Wishes they were more *male*. Wishes they could do more things that males can do. Hope this helps.

penis envy is the state of female growing up, somewhere bet the age of 3-5 where girls are jealous of their moms and likes to be with dads! this is a normal ocurence and in males it is called electra complex!
