Cats dont tend to chase and attack people.
Dogs dont hunt for rodents and small birds but they do get into peoples trash and drag bags all up and down the street. I like having cats around prowling the area for rodents. This way I never have to worry about having mice in the house or gophers in the yard. Cats are totally different from dogs. Cats also bury thier messes but dogs leave it on peoples lawns where it can be stepped in.
I always keep my dogs on a leash when leaving the yard. People have a tendancy to get freaked out when they see a doberman running around loose but they dont when they see a cat. Big size difference.

I think it is because cats are more independent. Also dogs are more hyper active they want to rome and get into everything all the time. Just like when they eat they gobble everything down. they don't wanna get hurt but at that time they don't care they are just worried about eatting. Even if you wanted to out a leash on a cat you better start when they are really small so they can get use to it. Dogs want to be with people more then cats. Cats really don't care what people think, feel. Just as long as they are ok and safe. That is what i think. Hope i was of some help.

Some cities do have a leash law for cats.
Stray dogs get into more trouble than cats. Cats start becoming a problem as their stray population grows in an area.

Unfortunately, cats are still considered Free Range Creatures in most states. However, there are some cities and towns who have taken it upon themselves to adopt leash laws for cats as well as dogs.
Both present a huge health risk to humans and both generate trenmendous complaints costing tax payers billions per year.
I don't think it will be too many more years before you see leash laws and license laws on cats just like there are on dogs now.

Dogs require to be leashed when cats can just walk around without any leash because there are more dog attacks than cats.

Cats are assumed to be gentle animal..yeah right..that's why my son has 4 scars on his face from just walking by a cat.
Anyways..alot of towns do have laws that they are suppose to be leash too but they don't get inforced as much as it is with dogs.

Because some dogs don't like people, and since they're bigger then cats, if they don't like someone, it's more of a chance the person will get severly hurt if he/she gets bit.
And they're a lot more hyper then cats. Even if cats are overly excited, people don't have to worry about the cat jumping on them and knocking them down, and knowing if they're mean or wild.

Legally, one is not responsible for damage that a cat does, but they are responsible if a dog does. If Fido bites little Ashley's fingers off, the owners can be sued but if Morris scratches her eyes out, the owner cannot.
