Run a good antivrus program and see if you have a virus. virus and adware programs add stuff to the startup folder and some times screw things up. Since these things masquerade as legitimate programs, System 32 is where they have to be to run.
Click Start. Programs, Startup and see if there is an entry resembling System 32, if there is delete it. If it comes back when you reboot, you are definitely infected. Get a good antivirus program and run it often.

Check the Startup folder in your Start menu, and make sure there is not a shortcut for your System32 folder in there.

You might get lucky with an "sfc /scannow" run in command prompt as admin. Really you should do a maintenance aka repair installation of Windows.
