Special assitance is necessary when someone is having trouble meeting the average. If it's physical, than assistance is needed to get up to speed. If it's mental/non-physical, it would be irratic behavior, inability to achieve average or basic skill levels, inability to sit still, outbursts, etc. All of these things do not constitute a need for special assistance necessarily individually. An evaluation is necessary if multiple symptoms are seen. There are ELAP evaluations among others that can help you see if the child is on track or not. A lot of the things that signal a need for special assistance can also be attributed to normal child behavior which is why it is important to not jump the gun or make assumptions.
Basically, you have to make observations AND qualitative analysis.

you have to be more specific...are you talking about learning disabilites, behavior problems, mr.....each specific disability has certain observable characteristics that are observable.
