The way the sign is worded should mean that they don't allow shirts, shoes or service. I've also seen the same sign to include "no outside food or drinks"....tell me that makes any sense.

Well I don't know about a restaurants policy, but the federal law may keep you from getting a meal... it's called indecent exposure.
