I'd wager that you have a spyware infection or some sort of trojan program that is blocking the firewall from being activated. Run a full virus and spyware scan on your machine!

Actually, SP2 will activate the firewall automatically by default. If everything is working properly you have to manually disable it with SP2.

By "the firewall" do you mean the one that is a part of XP SP2 or a third party firewall? If you are running a third party AV it is most likely the answer to your situation. MOST internet security aps shut down your XPSP2 firewall by default, and depending on your settings they may be locking you out of it.

**However** it is also possible that your system is infected with some kind of malware that is shutting down your firewall. Try posting a HJT log on spywarewarrior.com and have one of their experts take a good look at it. You might also go to trendmicro.com, symantec.com, or kaspersky.com (to name a few) and run their free online scans. The one at Trendmicro actually fixes and removes stuff instead of just telling you about it.

Spywarewarrior.com is a great place to get LEGIT malware prevention and fighting tools and to learn about the fake ones so they don't sting you. They are ALL volunteers there and dedicated to helping people learn to be safe on the internet vs malware. Good luck!

PS
For your own good please make SURE you have ALL of your Windows security updates! Without them the Internet is WAY more dangerous...

Yes, I agree to bostonianinmo's opinion.
Firest of all, U must check spayware program.
Firewall down is caused by another program.
Do check it!
