Levels have a daily limit on the number of questions and answers one can ask or respond to. Higher levels do not have these limits, except voting is limited to 100 per day.

Yes, I can ask as many as I want to...but I don't like to keep a lot open at the same time. I don't worry about wasting points because they really aren't worth anything.

Yes the higher you go the more questions you can ask until you reach the 5th level then it is unlimited

Yes, as you move up in Levels you get alotted more and more questions that you can ask in one day.
