I received this Scratch and Win game but I am not sure if it's legitimate or not with all these scams going on.

If it is something that was just sent to you for no apparent reason then it probably is a scam. One way to find out is to play along with it and see if they need you to send money to claim your "winnings".

Scratch ticket edge is around 50% which means over time you'll have about $.50 per dollar you spent. They will take a percentage of the pot, but still better odds if you know what you're doing and you're good at it. Basically, you can't assure a win in gambling at a casino or lottery. The edge is against you and in the long run you will lose.

I hear that it is illegal to enter foreign lotteries. It is probably some kind of scam. Set your mail options to show full headers in the email and check out the IP address in the from line.

If the IP belongs to The Ripe Network, I'd bet it is a scam.
