To let the driver know to get his a** down the road!! There is a lot of visual conversation in that kind of "sport". Because of all the noise, race-car drivers, pit crew, etc. have to use visuals.

To let the driver and other crew know that the can's empty so the driver can go as soon as the tires are ready.
Considering that the gas man is holding the can UP IN THE AIR BEHIND THE CAR when he's shaking it, all y'all who are saying "to get the last drops out" should at least know what you're talking about before answering.

It's too bad that you got so many stupid azz answers to your question. The gas man is signalling to the crew chief that the gas is in, so that when the jack drops the crew chief can tell the driver he can get back out there and not have to wait for any more fuel.

The man shaking the gas can is the catch can man, not the gas man. He watches the catch can to see when the fuel overflows from the tank. When it does he will wave the empty fuel can over his head to signal that the tank is full.
