what do I need to produce a live webcast with better quality than a webcam? Maybe using a DV cam etc thanks?

While that is certainly technically possible, you may not have enough upstream bandwidth for that. High quality video eats up a huge amount of bandwidth. Most home broadband connections only have 256k of upstream bandwidth. That's not enough for high quality video.
