When your on the internet, go to Tools and then turn off the pop up blocker or you can to control panel on your desktop and click on windows firewall (if you have xp) and click on the Exceptions tab and you should be able to click on the activiteis you don't want to block then click ok

If it is a legitimate program (Internet Explorer's Pop-up blocker, Yahoo, Google or aol's toolbar) you should be able to disable it. Most of the good toolbars let you turn it off temporarly or for good via a button on the toolbar itself, or allow you to allow/disallow websites as needed. Read the help/support information for the product, if you are not able to locate the option.
If not try to uninstall it via the programs uninstall option or via ad/remove programs function in XP (located in the control panel).
If you are not able to disable or uninstall the program I recomend using a good anti-spyware product to see if it a hijacker or other such nasty programs have found their way on to your system.(Spysweeper-webroot.com, ad-aware-lavasoft.com, Spyware Doctor, are all top rated and respected programs, you can also download many of these, and other good solutions via download.com or tucows often for a free trail).
If all else fails, take your PC into a good repair shop like Geeksquad (Bestbuy), CompUSA, or another service you trust. the service will probably cost between $99 to $199 and will more than likely fix, as a side benifit, any other problems you may be having as well as speed your pc up, if it has been running for awhile or is infected.
BACK UP YOUR SYSTEM, IF POSSIBLE, PRIOR TO REPAIRING.

You can just turn it off, if you set aol as your home page in IE. Or you could go to add and remove programs in the control panel and remove the entire toolbar.
