Well, you certainly have MORE to gain and LESS to lose. If you're hungry, figuratively or literally, and you have the desire to satisfy that hunger, then there's little that will prevent you from bringing that to fruition. It's like if you're hungry for an Al Green classic but are only fronted with say, Marvin Gaye...yes, it's good, but you want "Love and Happiness" not "Your Precious Love"...you want "Can't Get Next to You" not "Heard it through the Grapevine!" Ya know, you know what you want, but are not immediately presented the opportunity to grasp it...but you're determined to get it because you are completely unsatisfied where you're at, now.
So, yes, I firmly believe the less you have the more you [stand to] gain. It's about the hunger!

It all depends on what context you ask this in, but generally speaking I would say you would gain more if you have less.
SCENARIO
If a rich person got given a luxury car they would get some satisfaction out of it
But if a poor person got the same car they would be gaining much more than they previously had

Well, in the sense that all I can afford to eat right now is Top Ramen, canned soup, peanut butter, grilled cheeses, and frozen pizzas -- depending on what's on sale -- I'd say, yes, definate potential to gain. ,': P
