In the scene where his girlfriend dies, there is someone just walking along covered in rags, like a wraith, and no one acknowledges this character. Who is this person? What the hell is this movie about?

The person is Roberta Sparrow aka Grandma Death. She was a former teacher that wrote a book on Time Travel. In this book she explains how the universe could be destroyed when an alternate universe comes in contact with the primary universe. It is through her book that Donnie Darko realizes that this is happening and it's up to him to set things right.
This movie is very complex and needs to be watched several times since it shifts between the primary and alternate (tangent) universes.

LMFAO! You have to watch that movie like 7 times before you can even start to understand. Its like expecting to learn brain surgery in 2 hours. You just can't do it.
