A food web tells you who the primary producer is, it tells you the importance of certain organisms

ie. We'd all die if the plants died

No the food web cannot give a complete picture: it does not tell you how many of the organism there are, for example, Whales eat plankton, This does not mean that the Plankton are kept in check, because of the decreasing number of whales.

As opposed to a food chain?
A web gives a more realistic overall picture of the transfer of energy from producer to primary to secondary consumers; and eventually the decomposers.

Complete picture? The word "complete" makes this a pretty hard requirement. I'd say NO. The web in a community is very subtle and complex.
