get it presented to anyone? I have absolutely no business contacts of any kind, nor do I know anyone who owns a business likely to be interested in this idea. Are there journals, websites, etc.? How would one advertise this?

SBA will not loan money on this kind of business so not sure how to find investors that can see thru the risk and realize the potential.

Find a local SCORE or SBDC. They may be helpful in reviewing your plan or pointing you in the right direction. They are free and trustworthy.

I use to work at a well developed SBDC reviewing business plans and doing other business consulting activity. SBA loans rarely came up. We dealt with a lot more than that. For example, once or twice a year we had venture capital forums for people seeking investors. People came to us specifically to help with their B- plans before presenting them to the venture capitalist.
We were located at a major public university. Admittedly, most SBDCs are not as well developed as ours. We even had a business incubator that housed start-ups, including a venture capital firm.
So if you live close enough to drive to any MAJOR public university, you may want to contact their SBDC (usually associated with the Business School) to see if it has anything like what we had.
If you have already done that, then I'm fresh out of ideas. You just got to network and that is not all that fun. Most cities usually have business expos a couple times a years. Be on the lookout for them in the business section of the paper.

Walter: Business plan competitions bring together entrepreneurs with investors. They tend to be associated with universities or the SBA. Check out allbusiness.com or garage.com for locations and specific advise.

Talk to your local SBA, but basically you have to start going to networking events and pounding the pavement talking to any and every one.
