Im renting a townhouse at weston,fl and my landlord wants to raise 10%. He said is the legal %.Is that correct???

I doubt that Broward County has any sort of rent control, but check with a local real estate attorney to be sure. Lacking any law that limits the rent increase, the landlord is free to charge whatever the traffic will bear.

I'm not aware of any law that limits rent increases to 3.5%. Property values are increasing at rates of 10% in Florida, so it would make sense that housing rents would also increase at the same rate. If your lease is up, the landlord in my opinion, can renegotiate the terms of the lease. Check with the Florida attorney general's office.
