A CD-R is the disc that you buy and the CD+R is the Hardware on your computer.
+ (plus) R means recordable

For regular CD, there is only one recording format, with 2 types of CD discs: write once and re-write (CD-R, CD-RW)
For DVD, there is DVD-R, DVD+R, DVD-RW, and DVD+RW.
The + and - designations specify two different DVD formats. One group of companies support one, while another group support the other format. Computer DVD drives and home playback DVD systems are compatible with both formats. Some home DVD recorders only support one of the formats for write-once DVD discs.

There is no CD+R

There is a DVD+R and a DVD-R, but there is NO CD+R - if you see it somewhere, they are mistyping/misnaming it.
