If you are concerned about the drive spinning all the time, simply disconnect the power plug and the IDE cable to the drive. Only plug it back in before you turn on the computer to do your backups. This is not a bad practice, if the computer experiences an electrical catastrophe of some type then the drive that is unplugged won't be harmed.

Probably - unless you have your power management enabled to spin down disks after x minutes.
Do you KNOW if you have two physical drives or is it a C: partition and a D: partition - partitions are on the same physical drive and are just logically broken up so it appears there are two drives.

If it is a decent drive then it only spins when you are accessing it or have very recently accessed it. It should "sleep" when it is not being used. If it is spinning constantly when you are not using it at all then you might check it for a bad sector.
