There's only 1 reason - inequality.
Don't give other stupid excuses. If the government of India really want to increase the literacy rate, it should spend more time in education and NOT in developing nuclear weapons. The decision doesn't necessarily have to be big and grand. It can start small by training teachers and send them to rural areas to teach, at first.

Illiteracy stems from people being restricted by their wealth, color of their skin, cultural stigmas etc. The fact of the matter this world is unfair.
There has been great efforts by the government and NGOs to spread education to every child in India, but still present ancient class system hinder this e.g. the "Untouchables" who are looked down upon by other classes, they don't feel comfortable going to school because they are persecuted by the other classes, others just can't tolerate being in the same classroom as them.
This is not to say that they are inferior in nature, on the contrary, there have been few who rose to prominence (e.g. one of the top Indian surgeons actually came from the "Untouchable" class). Given the opportunity, I believe this could have greatly benefited India.
The solution to increasing literacy therefore lies in ridding these old nonsensical cultural stigmas, increasing awareness of these ill-founded pre-conceptions.

The reasons for illiteracy in India is the failure of the government to provide incentives to the people to have there kids in schools to education, and rural life need to work to survive and that provides no time to get a education. Its failure of multiple areas, government, business, education, society. India rural population will become more educated as time goes on and economic and social developments will move into the rural areas. India economic growth is a great thing because it provides a check and balance on Russia, and China.

According to my perception - I just blame the people not the government....b'cos now-a-days government introduces and implements many schemes and measures for education activities but the people are not interested to come forward to utilise all these benefits...Its the mistake of people by not showing interest towards education - that's the reason for illiteracy in India

To understand the reason of illiteracy in India today , we will have to go back to those days, when the Hindu caste system began. The society was divided into , Brahmin's, Kshatriya's, Visayans and Sudra's. so the education was only meant for Brahmin's and Kshatriya's,,,,,Visayans where farmers and of course Sudra's could not dare to think of getting any education. so they remained uneducated and so did their siblings........later on when society got a bit enlighten, and the need for eduction was recognised as important factor, it was too late, as the population had grown unlimited and 80 % of it was backward and uneducated , it become difficult to control them and provide them with education, so it continued. Besides this our corrupt political system, and natural calamities every year bring so much distraction which makes poor people more poor.........well there can be so much written about it, but I think I have given you the basic reasons........Let's just hope to find some solution to this..........
