It did originally have arms although when it was discovered one arm was missing and remnants of the other holding an apple were found next to it. Experts now agree that the original did have arms and are even fairly certain how it looked with arms. Here's a wikipedia article on it but there are many others that say the same thing which could be found with a simple google search.

The Venus de Milo statue was originaly known as the Penis de Milo, but Yahoo answers people intervined, and renamed it. Uranus de Milo sounded better, but the people at Yahoo have a 6 foot 2x4 stuck up their butts.
Yes, it did have arms. But again the Yahoo answers people found them offensive, and had them removed.

This is kind of contriversial, but some beilve that it did originally have arms, but they fell off and shattered when archiologists were excavating it, and the second would be that it was simply never finished, the arms chipped.
