I am assuming you are referring to the fastest a person ran a mile:

The fastest mile time a human being has ever run was 3:43.13 by Hicham El Guerrouj of Morocco in Roma 07 07 1999. The fastest time by a woman is 4:12:86 run by Svetlana Masterkova of Russia on August 14, 1996.
