i need to know what the town building codes are ?

More than likely you can. You will need a building permit. I included the link for the Scituate, MA Town Hall - Public Safety: Inspection Department. They will be you best source for local building codes.

You're going to need to go to the Town Hall to obtain a building permit anyway so while you're there you can ask them what the building codes and zoning laws are. Then, before you can begin construction, you'll have to bring them a set of plans from your contractor-who, by the way, should also know what the zonings and codes are in your town- that they will approve and keep on file there.
