A domain name server or DNS is used to resolve a domain name to the IP address needed to contact a website or other web server. Normally if you are using DHCP to get an IP address the same DHCP server will also assign the DNS IP address. Usually you should use the DNS that is the closest to you logically, which will be the DNS server provided by your ISP. If you are on a home network behind a internet sharing router and you are using static IP address asignments instead of DHCP, you can assign the the DNS address as being the same as the default server address (which is the routers lan IP address) and the DNS queries will be passed to the DNS address used by the router.

Every website has an unique IP address. For example, www.yahoo.com IP address is 209.73.186.238. Using any web browser, in order to go to a particular website, you need to enter its address in to the address bar. You can enter the URL (e.g. http://www.yahoo.com) or its IP address (e.g. 209.73.186.238). People find it easier to remember the URL than an IP address. A DNS server is a big address book. When you enter an URL, the DNS server finds the correct corresponding IP address. Only then can your web browser load the webpage. In your case, your computer can't find a DNS server. There are many reasons why a computer can fail to find a DNS server. If you are using a Internet Service Provider (ISP) - like Earthlink - then your computer is set to use your ISP's DNS server. Their DNS server might be experiencing some problems and they need to shut it down to fix it. Another possibility is that you might have accidentally turned off the DNS Client service on your computer. Go to Start Menu > Control Panel > Administrative Tools > Services > scroll down and make sure the following are turned on:
1. DCOM Server Process Launcher (started)
2. DHCP Client (started)
3. DNS Client (started)
My recommendation is for you to wait and see if the problem goes away by itself. It is most likely a problem with your ISP. If after a day or two the problem persists then you should call your ISP tech support.
