its normally larger because of the electrostatic repulsion between the electrons. U now have more electrons than protons.
The atomic radius of chlorine for example is 100pm and the ionic radius of Cl- is 167pm. Check the link for the radii

If your question was asking whether a negative ion is larger or smaller than a parent ATOM, then the negative ion is very slightly larger because the added electron does have some mass.

A negative ion should be the same size as an atom of the same weight and atomic number because the extra electron it has gained will go to fill its outermost shell. It will not be added on to a new outer shell.

Wrong negative ions are beta particles or just free electrons.the positive ion is just an atom that is missing some electrons called alpha particles.
