To travel from Mexico to U.S.A, the first that your husband needs is to get a passport, go to http://www.sre.gob.mx/pasaportes/ for more information about how to getting a passport.

The cost is 30 US Dollars per year

Next, once you have the passport you have to call to the American embassy and ask for an appointment, go to http://www.usembassy-mexico.gov/smxvisitar.html, you must call 01-900-849-4949, this call is charged to your phone bill.

When you get the appointment, you must pay $100 US Dollars not refunded if you get or not the visa.

Is a long way to get the visa 3 to 6 months..

You certainly are confused about this. If your husband is mexican, he can´t leave the country without a passport which he can get very easily, but a passport is not just to go to the U.S. a passport is a worldwide valid ID, in fact he can´t get the visa if he doesn´t have a passport, so it´s
First step-passport
Second step-American visa

PASSPORT is the OFFICIAL IDENTIFICATION you need to travel to ANY COUNTRY and any mexican can apply for it at any Delegacion in Mexico, just paying the fees and doing the poper paper work.
To visit the USA you need a VISA.
As mexican, you have to call the US Embassy, make an appointment, pay the fees and follow the procedures.

You just need the visa to go to the U.S. You get it in any american embassy.
And YES is hard to get it for some people, you have to prove that you have a good job in Mexico.
