If she is a classy preppy kind of girl you could make her a Classy Witch. They are the cutest thing I saw the costume at a store all it really was was a pair of black slacks with a black shirt with long flowing sleeves along with the hat and a broom. It was really cute.

Oh any of the Disney princesses. I loved them as a little girl and there are so many to chose from. Jasmine, Cinderella, Snow white, Aurora. Whatever she wants though. A childs imagination is the biggest thing. If you were to maybe give her a bunch of materials, she could make here own. Its neat to see what you can make with such little.
