If you are not a citizen of Britain or its Commonwealth, then you cannot gain a license as a captain or skipper. If you live here in the US, you'll find that British shipping charts and sea lanes are different from US's. Their language of the sea is quite different from our way of shipping here in America. If you are serious about becoming a British sea captain, then defect from America or get an allied nation visa, live in Britain or its Commonwealth for five years, then go and gain your captain's license. Sometimes, depending on what type of captain you want to work as, the government will want you join the Royal Navy to become a commander. Beware, though, even though we are allies with Britain, it is pretty much the same, once you leave this country to live in another country, the nation considers who defected.
So, whatever you choose, just be understanding that you may not be allowed to come back.

Assuming that you mean the rank of Captain in the British Merchant Marine... you spend quite a long time learning, both at sea and in school.
And, in answer to the previous post, merely owning a boat does no entitle you to use the title "Captain"... "Skipper", maybe...but that's informal. "Captain" is a formal title, and has to be earned.

First you get a boat. Take the boat to England and put it in the sea. Get in the boat. You are now Captain of a British boat and entitled to wear 5 gold stripes on your sleeve and a really fancy hat.

You mean a Yacht Masters License. I have attached the link where you can learn more.
In the USA, it's through the USCG. Which is good in Brittian as well.
Sea time is required for both licenses.
