How do I move out into a Foyer? Who do I need to get in contact with??

I really need this information.....I am 18... I live in a county in England but I want
to move out to a Foyer in Wales. Who do I need to contact in order to do
this?? What is the first step I need to take???
Would I be 'allowed' to move to a Foyer in Wales??
Also...would I be 'allowed' to move to another county if I chose?
Also would I have to prove that I was absolutely and totally homeless if I
wanted to move out e.g. there was no way my parents would let me come back??
Please can you provide me with any answers???
Also ...since I don't know stuff like how to cook,use public transport
etc...would I be able to live in a Foyer ok?
Please could you help me ?

*If you want to move just move but you should be able to take care of yourself first. Does not seem like you are ready to live on your own. People will take advantage of you if you know nothing.*
