If you have an eye for style, and you have a desire to learn fashion design, then go for it. Do your homework on which school to attend.
I would recommend Parson's in NYC, Otis in LA, Pasadena Art Center in Pasadena or FIT. Good Luck

i advise you begin to research some art or sewing classes in your area. i am very sure that you will be able to find somewhere that will help you. if you want to become a fashion designer it will be very important for you to master these skills. it's great that you have good ideas and hopefully once you learn the other skills necessary, you'll be able to put the sewing, drawing, and the ideas together to make something creative!
good luck

I'm not in the industry so take my advice for what it is worth, but yes you can improve your skills.
a). learn to sew. You are never going to understand what fabrics can be made to do, how they handle, how they move, how they feel on the body, etc, unless you understand the basics of sewing. You are also not going to understand cut or fit. Yes, there are famous fashion designers who never sewed a stitch (I think Schiaparelli was one); but they relied heavily on highly qualified assistants who could sew to interpret their designs. Do you want that?
b). Learn to sketch. Anybody can (I did! and I doubt I have any more artistic ability that you do, I just took lessons ;-)
A local sewing store or your local communitiy college can get you started with sewing classes.
Good luck!

You should practice as much as you can, and its not so much about you knowing how to draw or sew its about getting the ideas to the people your working with. If they get what your doing then they can draw and sew it for you. But you should still practice and at least try to draw some of your ideas.

you should try going to school for fashion merchandising. Your major will be centered around fashion but you will have to take art and sewing classes so you will get professional instruction and get better at it. With a fashion merchandising major you can learn all aspects of the fashion world.

Take an art class and go to mommy and say, "Mommy, how did you sew my pants up when I split them when I gained all that weight?"
