I think that it would depend on the cirsumstances and the people with whom you are dealing. Sometimes it is best to get right to the point but other times you kind of need to ease into the situation, by beating around the bush first.

Straight to the heart of the matter. However, co-workers are bush beaters & cant' stand directness. Such a waste of time to work around to the subject at hand.

The bush takes way too long and people get lost along the way. I go to the heart every time. At least people know who I am and what I stand for.

Life is to short as it is. Most of the time I think it's best to cut through the crap. Beating a bush never solved anything that I know of.
