If you can take classes or use a computer learning program, that would be very helpful. If you are unable to do that, several ways to learn the language are:
1. to listen to the news programs every day. I learned quite of bit of Spanish that way and then got language disks/dictionary to help me further.
2. get movies and watch the in English, but use subtitles in your home language. Then go back and use English subtitles while you watch the movie again. This will help you to get used to English voices and cadence. It will also familiarize you with the words.
3. Find a friend who wants to learn your language while you learn English. Practice with each other, translate for each other.

Speak English every day, even if you don't do it well. The more you try the faster you will learn.

So to learn just listen.
Listening can make you wise in any language.

go to a class or watch some vidoes on it or there are websites that can help you, i learned how to speak Jappaneese on a web site
