phospholipids make up the majority of the cell membrane, allowing for a semipermeable membrane. Cholesterol floats about as well, keeping it all fluid. Proteins help to transport stuff into and out of the cell and keep the cytoskeleton anchored.

the phospholipids and the cholesterol make up the actual semipermeable plasma membrane, keeping large unneeded molecules out. The proteins (channel proteins and carrier proteins which do passive and active transport respectively) help larger molecules restricted by the phospholipid bilayer get in and out of the cell when needed.

They allow for active and passive transport of the necessary ions and other substances that a cell needs.
