How old are you? If you are still in school, you're in luck -- and even if you're not, you can still take classes, lessons, and get involved! I cannot stress the importance of starting early.
For singing, take a voice class. Even if you're already a good singer, it's important to learn how to use your instrument in a way that won't hurt it. If you're not in college, check around at local colleges and see if you can take private lessons from one of their vocal instructors.
For acting, EXPERIENCE EXPERIENCE EXPERIENCE. Yes, acting classes are a great way to make you a better performer and for you to help refine your craft and will be a great place to start, but also try to become involved in your local community theatre.
If you're really serious, get an agent. It costs, but connections are important.

You start by taking singing lessons and acting classes for a few years. If you are in school, join the drama department. When you go to college major in theater, and then go to graduate school and get a Master of Fine Arts in Theatre.
