Why don't you just cover them in wrapping paper.
Use wrapping paper of whatever the theme is. (ex. Halloween)
Or even make your own covers/sleeves from the wrapping paper!

You can buy a paper bag (white) which is usually called as a Sandwich bag which are printable.If you like to repack the popcorn and to market it better buy the white butter paper bag lined with a polypropylene liner.When you by weight like to add popcorn fill into bag and heat sealed it.
