Cos women are the fairer, gentle more slendour sex. Most men would not find a woman with a pair of size 9's very attractive.
Your question is pretty dumb. Could you not have worked this out for yourself?

the reason why women have smaller feet than men is because nature requires that their feet must not smell. That would make a man run. Men on the other hand have big feet that smell. They tend also to have a nose that runs. And that's why women have their feet on the ground and men are built upside-down. simple.

Not all women have smaller feet than all men.
It's all to do with relative size - overall the average woman is smaller than the average man, including feet.

i have the answer , but it is bit scientific,it is the same reason that makes men more taller than women.
girls and boys when they still young they are getting tall the same rate approximately , then at the age of grown up at females the estrogen and progesteron just gave her an extra inches then stop getting taller while the boy is still getting taller the same rate then after a couple of years his hormones give him also like females an extra inches and then stop taller any more. so u see them most of men their bones are taller.
