i would think it would be zoisa grass but if i seen it growing on a concrete block i would leave it alone. that stuff would get out of hand and do lots of damage.

You have got to have a growing medium between the seed and the concrete. many grass seeds will germinate and grow for a short time on concrete or other surfaces, but the grass plants need water and nutrients, which they usually receive from soil. eventually the grass will die without a place for the roots to grow and collect water & fertilizer...
