Go to rondomusic.com they've got great Les Paul and Strat Copies starting at about $200 they've got real flame maple tops and neck thru bodies for better sustain. Try the Agile AL 2000 series, I started one of my students with one of these.
DO NOT buy one of those guitar and amp in a box combos, they suck, typically the guitars that make it into those are seconds and didn't pass the regular quality standards. BAD INVESTMENT
For an amp I'd recommend a Marshall MG15CD for around $100. from musiciansfriend.com

Well depending on how old and/or experienced the player is there are several good choices. First off, you could look into buying a nice used electric between $300 - $400. Shop around because it is really a negotiable thing when it comes to used equipment. You might even consider adding a guitar stand that holds two or three guitars on it. They start around $70.
Or, you could buy them an accustic electric guitar. Nice if they like playing for more than a few people at once.

You can get a Squier Stratocaster & a small practice amp in a package at Guitar Center for about $200.00 - that'll get 'em started.
