I'm actually a beauty advisor for CVS so I see lots of eyeliner for low prices. The most popular eyeliner we sell is Cover Girl "Perfect Point Plus" in black. It's a crayon type and you twist to advance it, so it's always at a nice point. Along those same lines, a lot of people have told me they like Physicians Formula "Flat Pencil" because it stays fairly sharp, and it is already in a straight line. If your looking for something that won't come off during the day, I'd suggest Revlon Colorstay eyeliner.

the best eyeliner to wear would be white if your like an almond pretty color but if your a nice shade of dark brown wear a nice low key gray trust me it is so cute (try it girl you will look fabulous)

I like loreal lineur intense for liquid liner. But Revlon Colorstay for regular liner. Bobby Brown's Eye Pots do not stay. It smears.

Merle Norman - it's a liquid eyeliner that you apply with a brush - it's awesome!

Almay amazing I-liner is THE VERY BEST liquid liner
or estee lauder if you're gonna use the stick kind.

revlon colorstay stays on for a long period of time which is amazing. even though it cost about 7.00 at walmart. it still is worth it then a cheap pencil that u have to keep reappying though out the day..=)

For liquid, definitely Almay.
For pencil, NYC is great.
