Yes. According to the Old Farmer's Almanac, the upper midwest and the heartland will be colder and snowier than usual.

They're predicting a really mild winter everywhere this year. I live in Maine and we usually have below zero winters and tons of snow and last year I think the coldest temp was like 25, and hardly any snow.
