They don't decide to make her a charmed one. She is drawn to Pru's funeral, where they meet her. With some research, they find out that she is the half sister of an affair their mother had with their mother's whitelighter. She was given up at birth, because they thought that the affair would upset the elders and she would be destroyed.

I'm a fan of Charmed! The Charmed met Paige when Prue died. Please don't make tell the story when Prue died. It's too sad I tell you!

They don't "make" her a charmed one, she is a charmed one. She is just another sister theydidn't know about, but when they realize that the power of three didn't die when Pru died, they put two and two together, and discover there is another sister out there.

prew dies so the charmed ones magic dont work then they find out about paige whos there half sister which they need to reunite the charmed ones

After Prunella dies they realize they haven't lost their powers and find out they have another sister who was given up for adoption; Paige. They find her somewhat accidentally, as she orbs in front of them when she sneezes.... It's a pretty amusing episode.
