This is what I did - I found a lime green leotard at a dance studio, then bought some white toole and dyed some of it lime green and left some of it white. I fashioned it after the picture on the website below - Good Luck!

First, get a green leotard, or a green tube top. If they're glittery, great! If not, whatever. Then get a green miniskirt that is cut in a zig-zag pattern at the bottom hem. You can make this out of stretchy fabric and cut it with pinking shears, or you can use a green ballet tutu. It's really important that everything is green. Next, pull your hair up in a floppy bun, leaving your bangs hanging out if you have them. If you don't have bangs, just leave out a few strands in the front. For wings, sew gauzy, sheer fabric around a wire frame and attach elastic straps. You can create a wand out of Tinker Toys or K'nex. For shoes, glittery or shiny ballet flats will work. They can be silver, white, or green. You can also attach a big white pompom to each shoe, if you wanted to. As a finishing touch, fashion a tiara out of silver pipe cleaners, and you are ready to go! Happy Halloween!

since you said that you already have a skirt thing then just get a cream or yell ow shirt and maybe put white tights under the skirt put her hair up in a bun and put on some slippers or white shoes(green if you have any). for her wings you could make them out of card board and paint then white or you could go to target they are only $2.99 (i saw them with my own 2 eyes, lol)

I really like long skirts. My bf prefers the short ones. So my wardrobe is filled up w/ 1/2 and 1/2.

I'm sure you could find a tutu, a ballet one. Buy one in white, and then dye it lime green. Then all you need is green hosery, (or nude), and some wings!

Wear a leotard, wings, and a mini green dress.

go to a fabric store and buy a pattern and fabric then break out that trusty sewing machine! or if you dont have one find one at a yard sale (don't buy one at a store they rip you off BIG TIME) JUST MAKE SURE IT SEWS BEFORE BUYING IT!!

I am a man and who had never used a sewing machine but i borrowed my mother-in law's machine and made ragedy ann and andy costumes for my wife and i and superman for our little boy they were a HUGE hit!
