You have spyware on your computer and Norton is obviously not finding it. If you only have norton antivirus and no spyware scanners, this is to be expected.
There are quite a few free anti-spyware programs available! I suggest that users should use at least 3 different products to regularly scan their systems. Most of these products are free for non-commercial use versions that have disabled some features, usually the active resident protection.
Spybot Search and Destroy is an excellent program for scanning for and removing spyware. The resident modules can be a bit buggy, but the extra included tools such as startup manger are great! http://www.safer-networking.org/en/mirrors/index.html
Adaware is another good scanner and removal tool but it has no resident abilities at all in the free version. http://free.lavasoft.com
Ewido is fairly new as a free spyware scanner, but it comes from the people who brought us AVG, so I expect good things: http://free.grisoft.com
Microsoft has their free scanner avalable for download although many advise that this tool is a bit permissive of questionable programs and add ons! A new player is on the scene with SUPERAntiSpware. I was fairly impressed with the deep scans performed by this product, and it found some inactive files with spyware embedded,that the others had missed. Once you have your system cleaned up of all the spyware, then you should protect yourself against new infestations. Spyware Blaster does a very good job and does not use up any system resourses in doing so. Another good way to avoid spyware is to use the Firefox browser. While not immune from spyware infestation, you will certainly not have as many problems as when you run I.E. Easy Download at http://www.mozilla.com

Remember you must also go to, control panel-internet and network connections-change connectins-click on generals tab, here you can delete cookies, temp. internet files, and history, do this and restart computer and your problem should go away, also click on privacy tab and set cookies and check block pop-ups. The version of norton you have might not find certain things such as spy and adware, I had this problem with norton in 2004 and have used McAfee Internet Security Suite since with no problems. Do not use free anti-virus and spyware downloads like some here are saying, this will cause more problems.

For a start, get shot of Norton you've confirmed my worst suspicions about them.
Then replace them with ZoneAlarm for your firewall and AVG antivirus from Grisoft. Both are completely free for home users.
Secondly you might consider using a program called HijackThis! it can tell you what programs are attached to your Internet Explorer. If you dont like IE6 then I would recommend going over to Mozilla Firefox or Opera again, both are completely free.
Also worth mentioning is Ad-Aware SE again completely free it will do a complete scan of your memory, registry and all the files on your hard-drive to eliminate known spyware and similar problems.
I would also recommend the Yahoo! toolbar for its Anti-Spy function.
Since I've had this lot installed I have yet to have any major issues like the type you describe.

Nooooooooooooo nothing they have told you is going to work, It is connected to virus burst,it is a little yellow alert with a>>! in the middle and there programs that you click on bubble are bad as well, I have a full version of xoftspy and it will remove it, email me at yahoo and i will send to you,And if you think i am kidding look at my best answers and see how many i have helped with this same virus

I had simular problems with norton and finally decided to ditch it. So my opinion would be to uninstall it. You can use other antivirus like AVG free edition as far as the spyware goes try ad aware se, I use it regularly and its great. Also you can try windows defender. All of these are available at cnet.com
