he seemed to just be a leader all for national unity. what did he do that deemed him a dictator?

do some research....
Tito was the president of Yugoslavia and was president till his death thats why he was considered a dictator...
The real dictator was Milosevic, even though he wasnt a dictator he was one of the people responsible for all the hate among the Former Yugoslavian countries....I consider he was the one who started all the fighting and war...and because of him soo many died..

dictator doesn't necessarily mean "bad". he wasn't elected and therefore was a dictator by definition.
