I enjoy some of the newer cartoons. But I have to say the older cartoons are better.
Spongebob is the only kids cartoon I enjoy watching. Then you got the Simpsons, Family Guy, and Southpark for the adults.
With that said, nothing beats the old Warner Brothers or Disney cartoons.
With Warner Brothers you got Bugs Bunny, Daffy Duck, Porky Pig, Foghorn Leghorn, Yosemite Sam, Elmer Fudd, Sylvester and Tweety Bird. Those are the best in my mind. Especially the older ones from the WWII era through the 60's.
Then Disney has Micky & Minnie, Donald Duck, Pluto, Goofy, and Chip and Dale. Those are great too, especailly those from the same era as mentioned above.
Don't forget the old Woody Woodpecker, Popeye the Sailor, The Pink Panther, and Rocky and Bullwinkle. Mix in Dexters Laboratory, Animaniacs, Ren and Stimpy, and yes even Beavis and Butthead.
Hannah - Barbera had a pile of good cartoons as well. The Flinstones, Yogi Bear, Top Cat, and Scooby Doo to name a few.
Currently, there are some great funny cartoons, but in my opinion, nothing beats the classics.

Having looked at all of the previous answers, and given my age, I have to say that i'm a great fan of the classics. Sure, I've seen the Simpsons, South park and some Anime, but Looney Tunes takes some beating for basic humour, as does Hanna-Barbera's Pink Panther cartoons. Oh, yes, there's also Popeye and friends.

Classic cartoons are still the best, but modern cartoons are new to people.

Classic, definitely, especially from the 80's. Nowadays, it's overrun with anime, and it's just insane. There's only a short list of modern cartoons that I care about.

Let's not forget to mention South Park...
But the all time best was Bullwinkle and Friends...
a cartoon that could be interpreted so differently for every age group watching...

for an old soul, i actually perfer modern cartoons, like the simpsons, because they are far more smarter, wittier and just more entertaining in terms of sometimes you don't realize that you're watching a cartoon and you don't think of the show like that.

I think the best classic is Tin Tin and modern is Looney tunes
