So oi just put a small bubler in a two tank bowl. And my two gold fish look like their skin is pruning. And on their fins you can see their red vains very clearly. What do I do?

Bowls are not the best things for fish. Each fish needs 10 gallons all to itself. It has to do with oxygen exchange in their gills and a bubbler doesn't help.
The bad conditions weakens the fish and they get sick.

They have lots of good information.

Get a tank each fish needs at least 4 pints of water each.
add a little tonic to the water asap I use gold fish safe, but you can get a tonic for a specific ailment.

My current fish had the same systems when I first had him 9 years ago so He didn't die. It was a sign that he was stressed a little cramped in the tank with 4 other fish a lot bigger than he was. they'd been nibbling at his fins and tail, bulling him. he had the last laugh because they all died when a beetle poisoned the water he was the only one too survive.

He's seen several buddies out since, he gets sick regular when I introduce a new Buddie as they tend to bully him/or they've got some thing wrong with them, but he's still going strong. His tail and fins are beautiful. He's currently in a large tank with 2 others even though he's the biggest one in the tank the middle sized one named thug is trying to show him he's the boss but Fred is still going strong.

I agree, I think they are in a bad way. You could try some AquaSafe which you can get from the pet shop. As well as treating the water it neutralises chlorine and heavy metals which are harmful to the fish, protects against wounds, abrasions and infections and reduces stress.
