Try running this PC safety scan before downloading any programs on your computer, It's from Microsoft and will remove viruses,spyware, clean uo registries, check for open ports and see if you need to defrag your computer.
I have used this safety scan before and am very impressed with the results.

Access to the file is most likely being denied if it is currently being used. You have two options, the first is to start up in safe mode and delete it from there (consult your computers manual on how to enter safe mode) the second is the manually look for the task in the task manager and shut it down from there before deleting the file

Search online for a program called Hijack This
The program will allow you to take full control of your computer..
This is helpful for you, because if you are trying to delete a file and access is denied, Hijack this will allow you to delete the file on reboot

Boot into safe mode and delete it. Use anti-virus in safe mode to clean up any remnants of the virus.
