Circle skirts ARE a piece of p*ss to make. Here's what Winifred Aldrich (my patternmaking guru) has to say:
The construction of a circular skirt is based on the circle. Make the waist measurement the circumference and calculate the radius (circumference divided by 6.28).
Get a big piece of paper with straight edges and use one corner as point 1. Measure the radius down the side edge from 1 (to make point 2) and again across the top edge (to make point 3). Draw a quartet circle from 2-3 (i.e. a quarter circle curve - chalk and string is good for this). Measure the skirt length down to make point 4; and across from 3 to make point 5. A metre stick is good for this. Cut out the curves; this is now a quarter of the skirt. Designate one straight side to put on the fold line and add a centimetre or two on the other side for seam allowance (you'll have to add a strip of paper here).
Then when you cut out, fold the fabric right sides together and put the fold edge snug against the fold and pin (to save fabric wastage, make sure you only fold just enough fabric so that the pattern fits.). When you have cut out one, refold the fabric, turn the pattern the other way up and repeat (turning the pattern over means the seam allowances match up).
To make a waistband, measure double the required width of the waistband plus seam allowance for the width, and measure the waist plus seam allowance plus an inch or so for buttonholes. (It's best to use a curved waistband really, but I haven't got the energy to explain that, but a straight one does quite well). Line the inside of the waistband with interfacing before attaching.
Et voila! One twizzy skirt! I made one this summer and it ROCKS, it's the best skirt in the world :-)
But if you're really set on buying one then I think you're gonna have to go into Exeter. Knowing what Devon's like for resources (or lack thereof) it'll be the city that's your best bet. OR possibly Totnes or Newton Abbot.

My mum made me one once - if you can't find a shop, even if you don't sew, the skirts are really easy to make - you have to cut out a full circle- then hem the insides - hey presto - it has to be a full skirt to swing properly. Perhaps you could get a net petticoat to go underneath at ebay? i have also come across fancy dress websites on the web which might have what you are looking for, but they are expensive. Hope this helps.

Go on the net and look for a site called N Kornbluth i know fora fact that they specialise in rock n roll outfits. They will even have one made for you, if you want special colours or a special length, for people with long legs, quality is usually very good.
