You can expect that from a despot from Pakistan that has a history of martial law and unstable governments that kind of chicanery. India has time and again extended the olive branch, with the weaker Pakistan reluctantly seeming to expect it with the right hand while holding a knife behind the back in the left. India has always shown restraint even when attacked on the sly as during Kargil, but still amnages to wallop the Pakis at war each time they tried.

If you are reading the News reports regularly you might have the answere for it, India already has the "No First Use" treat in place as well as the progress made in the peace talks which has been agreed as "unreversible" from the Pak Prez too.
